This multi-scalar approach proposes for the new town of Chrafate the creation of a flexible, adaptable urban germ and subject to economic and social incentives that influence durably from the design stage and its viability and long-term competitiveness. The detailed analysis of actions and their evolutions creating values in the city makes it possible to highlight points of articulation between activities and territories as so many sources of activation of work processes. These connections to the different territorial scales of the project generate an organic growth of the new, morphological, economic and social city, which responds to the needs of the population in the long term and allows it to build a strong territorial consciousness.
